This is a very large buckle measuring 5.25" in width and 4.8" in height. 
This HUGE Vintage 220g Sterling Silver buckle is 14k Gold Filled with a 10k Solid Gold Horse and Rider. 
This SILVERADO Appaloosa Futurity Buckle was made for the 1980 POMONA APPALOOSA FUTURITY and includes TEN (10) inserted gems!
I contacted the manufacturer, Silverado, about this particular buckle and they responded:
"Hi Rod,
We made this buckle when we were in Norco, Ca. It is a solid silver buckle with a solid 10K gold horse. The lettering and banners are 1/20th 14k gold. In other words a thin sheet of 14K gold on top of a sheet of bronze. So, IF the banners weigh 20 ounces, which they don't, then you would have one ounce of 14 gold.
The stones are not valuable, the race horse is solid gold, not gold filled, the metal value of this buckle is about $300-$400.
About $650 to replace. A similar buckle with a solid 10k gold eagle, heavier than the race horse, about $800?
